The National Home Mortgage Finance Corporation (NHMFC) and the Intramuros Administration (IA) recently signed a Memorandum of Agreement (MOA) for the resettlement of Informal Settler Families (ISFs) living in Intramuros, Manila under the Corporation’s HLRPP2 – Socialized Housing Loan Takeout of Receivables (SHeLTeR) Program.

Under the program, the “Balon Community”, a group of informal settlers occupying part of the Intramuros Wall, will have their own housing units within near-city housing projects. They will be the first beneficiary-recipients of this undertaking.

“Ang gusto namin sa NHMFC ay makatulong po kami sa mga kababayan nating informal settlers sa pamamagitan ng aming bagong programang SHeLTeR,” Dr. Bustos said. He added this objective is made possible now with the Corporation’s partnership with IA.

Mr. Gerardo B. Arcino, a member of the Balon Community, expressed his gratitude to be among those residents to be relocated. “Pangarap ko po ito na Makita sana ng mga bata na wala na sila sa squatter’s area. Natutuwa ako na maisasakatuparan na ang aming pangarap na ito,” he said during the signing ceremony.

Dr. Felixberto U. Bustos, Jr., NHMFC President, and Atty. Marco Antonio Luisito V. Sardillo III, IA Administrator, signed the MOA. Also present during the ceremony are NHMFC Vice President for Securitization Group Rosabella C. Jose, Balon Community Resident Representative Gerardo B. Arcino, and IA Finance & Administrative Division Chief Merceditas C. De Sahagun.

NHMFC’s SHeLTer is a housing program that aims to provide liquidity facility for socialized housing originators. This was launched to serve the underprivileged sector of society, and at the same time, encourage housing developers/originators to continuously provide quality social housing units for low-income families.

NHMFC continues to be the country’s primary secondary mortgage institution, aimed to develop and provide for a secondary market for home mortgages granted by public and/or private home financing institutions.
